Does Cochrane use the same fire pit rules as Calgary?

No — Cochrane requires 3 metres of separation from buildings, property lines, or combustible material, a full metre more than Calgary's 2-metre rule and an exact match to Airdrie's. An "Acceptable Fire Pit" under the bylaw also needs enclosed sides made from brick, concrete block, or heavy gauge metal, not just a non-combustible surface underneath.

The size caps match Airdrie's too: height no more than 0.6m from the lowest point of the surrounding grade to the top of the opening, and the opening itself no more than 1m across at its widest point, covered by a regulation spark screen.

What about an outdoor fireplace instead of a fire pit?

Cochrane's bylaw defines an outdoor fireplace separately from a fire pit, with its own numbers: a chimney at least 2.5m tall, a fire chamber no wider than 1.25m, a chamber depth between 0.4m and 0.6m, and a base at least 0.3m above the surrounding grade. If you're comparing a built-in fireplace to a fire pit for the same spot, these are the figures that actually apply — a fireplace isn't just a taller fire pit under this bylaw, it's a different structure with different dimensional rules.
