The height numbers match, but Okotoks reviews every application against the National Building Code 2023 – Alberta Edition — one edition newer than Calgary's — and adds a materials rule for glass that Calgary's own bulletin doesn't spell out the same way.
Guard height is 900mm (36") up to 1.8m of deck height, and 1070mm (42") above that. A handrail is required on any exterior stair with more than 3 risers, mounted 865mm to 1070mm from the tread nosing, and openings anywhere in the guard can't pass a 100mm (4") sphere. Guards protecting a level more than 4.2m above the adjacent surface also have to avoid a climbable horizontal pattern between 140mm and 900mm — the same climbability logic our stair & railing code guide covers for Calgary.
